Jeep Cherokee xj tire carrier swing out

Jeep Cherokee xj spare tire swing out. 
DIY/homemade bumper. 
Hinge was roughly $200, that’s not including labor and materials. Has bracket as well which can be used or cut off if it needed. 
Does need new latch, I do have some wiggle room on it so don’t be afraid to make offers. 
Only reason for getting rid of it is wanting to change my setup this year.
